After years of debate, the federal Environmental Protection Agency has finally declared the Canal a “Superfund” site. It’s a designation reserved for the nation’s most contaminated toxic waste sites, and city officials, residents, environmentalists, developers and others are trying to figure out what it will mean for Brooklyn and New York City.
